    The layer references the Background. If the background shows a blown out highlight, then you are recovering based on the data available in that layer. As the data is likely clipped, there is nothing for the layer to pull up.
    The layers and masks work the same way they do in Photoshop, referencing the data below them. The layers do not create a copy of the RAW data to reference, just the current state of the layer below it.
