Keywords Library

The Keywords Library sounds very useful, but it doesn't show up on catalogs upgraded fro C1 V 8.
I do see keywords in the keywords/metadata panel, but there is no keywords library.
I tried addig a couple of keywords to see if that would create the library, but it doesn't.
It is apparently possible to create a 'new keyword library' from the keywords library menu, but without the keyword library there is no menu.
thanks for some direction.

  I kept hunting and finally found the menu I knew must be somewhere:
  View? Add tools to metadata tab/keyword library.
  
  Perhaps it didn't show up under view menu before because I didn't have metadata tab selected or perhaps I just overlooked it.
  Still don't know why it needed my intervention to add it, but it is a learning experience.
