Tool shortcuts-inconsistent behavior

I cannot get tool shortcuts, ie W, R, Z etc to work consistently. Sometimes they work, but mostly they dont.

Sometimes they will work at statup and then stop. Sometimes they are not working at startup and then start, then stop. I can't figure out anything that causes the change of behavior. I have tried cap locks, f lock etc on and off and nothing seems to make a difference.

The most annoying thing about it is that if you loose focus in adjustments and have to click back into an adjustment window.
