Layout of web contact sheet

I'm trying to use a web contact sheet for the first time. I can successfully generate the contact sheet with 17 images. The number of images per row changes from row to row. The first row has 5, the second 3, the third 1, then the 4th has 5. The images are all right justified. How do I get the rows to have the same number of images?

I'm using Windows 7 and CO 6.1 pro.

I found that this happens with the browser and it's different with different browsers. I tried both Chrome and Firefox. The layout is worse with Chrome, but also a problem with Firefox. The layout looks fine in CO.
