GPU under utilized

I recently upgraded my graphics card to better take advantage of newer software's reliance on the GPU (NV GTX 1660 SUPER SC) but C1 11 (Windows 10) doesn't make much use of it. During a lengthy export wherein I converted 700+ Nikon D810 files to full size jpegs, the GPU usage hovered around 11% while the CPU load was much higher.

Does this seem normal and, if not, is there a fix?

  I downloaded GPU Z to track GPU functions and it has a very different opinion about the load vs Windows. It reports 40-60% utilization during export, a number that makes me feel a bit better. Hope it's accurate... 😊
