ARW "open with" menu missing photoshop

I have a problem where the "open with" menu does not have photoshop listed as one of the default programs. It's extremely tedious to click "other," and navigate through my applications folder each time I want to open a photo with photoshop, so I would like to change this, but so far I haven't been able to figure out how.

Some things I've tried are:
1) Making sure the photoshop is the default application for opening ARW files in the finder.
2) Choosing "Edit with" and choosing photoshop as the editor, then trying to use "open with" again.

I have tried in Capture One 10 Pro, and Capture One 11 Pro for Sony. Neither worked.
My OS is Mac OSX 10.12.6.

Has anyone else experienced this? Does anyone know why this might be happening and what the solution might be? My googling hasn't turned up many results for this issue. The only suggestion I've found was choosing "edit with" first, but that didn't solve the problem.

  While I can't read your mind I think what you want to do is edit with photoshop. What that does is create a Tiff or PSD file - your choice as I recall. That allows you to edit a file created with the adjustments you made to the raw file in C1. It opens photoshop and opens the file (Tiff or PSD ). When you are done in photoshop click save (not save as). The file comes back to C1 and any changes you made in Photoshop will be reflected in the variant (again PSD or tiff) as displayed by C1. The variant representing the raw file (ARW) will also be displayed next to the other. It is possible to actually have C1 do adjustments on the Photoshop or tiff file. If you want to preserve those you need to go to the export panel and export to the kind of file you are interested in.While C1 does allow you to have multiple variants representing a single ARW file - each with different adjustments I don't think it wants you adjusting that same ARW in another program. Of course that can be done by opening the app of interest and opening the ARW of interest. I don't believe photoshop can actually open an ARW directly anyway - it needs to go through Adobe Camera RAW first.
  C1's behavior is essentially the same as the behavior of Lightroom. If you want to edit a Lightroom adjusted image in photoshop It wants to create a tiff or PSD which is then opened in Photoshop.
  Basically C1 wants do do an export of the image of interest to an editable file and have Photoshop work on that. Adjustments made in Adobe camera RAW or Lightroom to the ARW would be stored in a sidecar file which could step on the adjustments stored in the sidecar file made by C1 or at least might generate different results.
  Since ARW edits are non-destructive in most or all RAW editors they save your adjustments in sidecar files. To get a printable or presentable file it needs to be converted to a truly editable file such as Tiff, jpeg, PSD, etc.
  Hopefully that makes sense.
