Bug? - File Import Image

After importing a single .tiff image from a folder containing previously imported .raf (fuji RAW) and .jpg images, all images except the .tiff are OFFLINE. Is this normal and I just need to RTM or is it a bug in 10.2.0.74 (and previous?) on Widows 10 (v1703)?

All global filters are off, I can still see the previews for all images. All images do still exist when viewed through Windows Explorer, but not when using the "Locate" function, the window that opens only shows the .tiff thumbnail.

Steps to create the issue:
1. Copy a tiff image to an existing folder that has images already imported to C1
2. File - Import images
3. Select only the tiff and choose import 1 file
4. Note that all other images from that folder are now offline?

Re-importing using the Select All Images doesn't fix the problem.

This is in a catalog, not a session.
