problem with fill mask

while the program does fill the outline mask I make accurately, it does so at a great deal less than full fill, more like 40%
this looks terrible when finished & I end up having to fill this by hand
this is a problem in large (30% or greater) masks
searched the forums & cannot find an answer

  What do you have the tool opacity set to when you create the mask outline before filling? Also the setting for hardness?
  
  I'm not sure what you mean by large masks but I have tried things a few ways before responding in case I may have missed something in my normal activities and I can't see a problem with my installation so far.
