Are your previews set to the same resolution as your screen?

I noticed this too after upgrading to a 4k display, previews take longer, seems logical of course (afterwards) :-/

I set lower at 640. What's weird is even at 640, the previews are still very sharp and detailed. I have a 2560 x 1440 monitor.

You have introduced a resolution conversion that is affecting the construction time of the displayed image.
Why did you select 640 when you have such a large monitor?

When you set the preview size smaller than the monitor resolution, you are trading disk spaced used for time required to display the preview.

So CO8 has generated a preview at 640 x 480 or so. You than want to view it. CO8 loads the preview, puts it on the display, then goes 'Oh crap' preview does not meet screen resolution, so it goes out and and finds the RAW, reads the RAW, generates a preview for the screen. Then because you have the preview size set to 640, when you move to another image, CO8 throws the preview away. So next time it has to do this all over again. This was really bad on the iMac a little bit ago, because the largest preview was 2880 but you had a 5K display. So it was always re-generating the previews for display.

Now, this might be fine if you want to save on disk space, as a 640 preview will be a lot smaller than 2880 preview, and don't mind the time it takes to regenerate the screen resolution preview each time you view the file.

Also not sure what would happen in the case if the RAWs were offline, I think you would get a big fuzzy image.

It is funny how often this question comes up. PhaseOne needs to set a FAQ system somewhere and put question/answers in it like this one. (Now they might already have it, and it just nobody knows where it is, and/or the PhaseOne people need to just start answering and pointing people to it.)

A low preview value will bring the fastest system on its knees. You missed the meaning of what a preview does. Set it to 2560 or higher.
