I don't think the copy mask facility is meant to work between images. It's for copying the mask from one layer to another on the same image. (So you might spend time masking a feature in an image, and want to use two layers to control different aspects of that feature, such as brightness and clarity. No need to do all the masking work again, just copy it.)

I believe Copy Mask is for copying masks within the same image.

However, copying adjustments from one image and pasting them into another can copy everything, including layers and their masks, and the new layers will be added above any layers that were originally in the target file. However, I don't know what happens if the total number of layers (pasted + what was originally in the target image) exceeds the 16/image limit. You might try using this Copy/Paste functionality and then deleting the layers you don't want.

DOWNSIDE: EVERYTHING you select gets pasted, and the pasted adjustments will update whatever was already done to the target image. For example, if you adjusted exposure in the target and then pasted adjustments from another image that had exposure adjustments, those adjustments will replace your originals.

What I've done: create the masked layers first, without any adjustments to the Background layer. Then paste those into the desired images. That way I don't impact background layer adjustments. Then I can start working the Background adjustments and doing whatever's needed to the other layers.

What I don't get when people ask about copying masks from one image to another is what use it would be. How often would the size shape and position of the required mask be the same from one image to the next?

Sometimes I bracket and want to easily cut and paste different aspects of an image together. Say it's a display with a changing graphic- I'd like to color correct the background and then each changing graphic for several images. The tripod has not moved in these shots so the mask would work in all of them.
