More than 400%?

I am correcting red eye for pictures that I didn't shoot so I had no control over that part of the process. One person's pupil takes up under 1% of the photo so even at 400% the cursor blocks most of the pupil when you are trying to trace it with the mask tool. This procedure might be easier with a red eye correction tool like is available in even old Lightroom but C1 doesn't have that either.
I just opened up my old Photoshop version from 2012 I found that it can zoom up to 3200%. Modern software shouldn't have less zoom support because high mega-pixel cameras have only become more common place since then. I am sure you can use your imagination to think of small objects in photos that you would need to zoom into to edit.

I think I understand- but if it's that small (less than 1% of 400% it's neither visible on screen or printed - so why bother?

A person's eyes are a focal point of the photo so if they are an unnatural bright red that can ruin a shot. Given this software is intended for pros their attitude on small details isn't going to be "well that photo is good enough" maybe consumer software is that a little bit but but not for people who care about editing a photo right.
Another example is I used to do photo-shoots for micro products many of which you could practically balance on your finger. The end result was to display these products on a big screen TV. Looking at them with the naked eye you would think they were in perfect shape but there was an incredible amount of dust and scratches once displayed on the TV. People may not care about one fleck of dust but dozens of dust speaks would look very unprofessional. There is only so far you can clean these products.

Thanks Capture One Team for getting 1600% zoom support added so quickly! Definitely important for people who blow up their work on big screen TVs and do large scale printout work like I do. It is also important for people who don't do large scale work but just need the ease of use you get from zooming into a smaller object. Like I said in an earlier post I can draw around a person's pupil at 400% it's just that doing so is a pain in the butt. This makes it so much easier!
