Start Capture One 21.  Hit cmd-O or from the menu pick File -> Open.   Navigate to wherever your catalog lives on your disk and open.

The catalog will be converted to Capture One 21 format.   If you think you may want to use it with Capture One 20 be sure to make a backup before opening it with version 21.

One you upgrade a catalog to new version of CO, its not easy to downgrade it back to the previous version. And if you do downgrade, anything you changed with the new version of CO is lost.

    I handle it like this:

In the Applications Folder, I create a folder for each version of the Capture One Application.

    • Capture One 12
    • Capture One 20
    • Capture One 21
    • Capture One Beta

(I have deleted Capture One 7 thru Capture One 11)

In the folder where I keep my Catalogs I create a folder for each version of Capture One's Catalog

    • CaptureOne12_Catalogs
    • CaptureOne20_Catalogs
    • CaptureOne 21_Catalogs
    • CaptureOneBeta_Catalogs
    • CaptureOne_Export

I have Incoming and Main catalogs.

    So

    • CaptureOne12_Catalogs contains Incoming12  and Main12  catalogs
    • CaptureOne20_Catalogs contains Incoming20  and Main20  catalogs
    • CaptureOne21_Catalogs contains Incoming21  and Main21  catalogs

To start off with CaptureOne 21, I copy the catalogs from CaptureOne20_Catalogs to CaptureOne21_Catalogs, and rename them to "21"

Then I open them with CaptureOne 21, and CaptureOne 21 upgrades the catalog to its own format.

Early versions of any software can be buggy, so this allows me to work with both versions for a while. When I'm very comfortable with the latest version, I delete the files for the previous version.
