In PS you have the handy rotate view that you can use in case of dodging and burning . I can do it on my Intuos- tablet by the wheel.

I don't find that future in C 21. is there a possibility to do the same ?

  The "Rotation and Flip" tool perhaps?

  You may also need to consider setting the Crop tool to "Crop outside image".

  those are settings in PS . In C21 no such things I think

  The Rotate and Flip tool and Crop tool that I mention are C1 tools. 

  I don't have PS to see what it offers. However my Google search seemed to suggest that the functionality appeared quite similar.
