22 License coupon and post code

Hello there,

are there any issues with the paying process and the german post codes?

If I add my post code the price rises from 139$ to 159$ because of the taxes.
But I have never have to pay taxes on C1 because of my Vat Id from Germany here.

Why now? 


Anyone can help?
Doesn't work on wlan or mobile network and I do not use any proxy or vpn.

  Cannot comment on VAT but I do pay New York Sales Tax on purchases/upgrades.

  I think the postal code is also used for credit card validation.
