"We regret that your order could not be accepted.." Why can't I buy c1?

When I try buying capture one, I keep getting an error message

 

"We regret that your order could not be accepted. We value your business and would like to help you complete this order. please contact us for assistance"

 

Who do I contact and where do I find this info?

  I tried that, it sent me to this forum. Can't work out how to get in touch with them directly.
