Overlay not appearing in exported images

C1 22 15.2.0 and 15.3.1 on MacOS X Monterey 12.4

Image has an overlay. Overlay checkbox is on in "Export". Overlay does not appear in exported image.

Does it appear if you in Preferences set hardware acceleration to 'Never' for display/Processing?

Hardware acceleration was set to Auto for both Display and Processing. Set it to Never. Exported: no overlay.
Quit and restarted C1. Exported again with HW acceleration set to Never. Still No overlay in jpg output image image.

Note: Catalog where the problem happens was upgraded to 15.3.1 format.
Problem doesn’t happen with a new 15.3.1 catalog, regardless of the Display or Processing HW accel. setting (both Auto, both Never, overlay shows up).
