Capture One isn't allowing me to open with/edit with photoshop

I have used Capture One on my windows (10 and 11) since Capture One 21 and never had this issue. Yesterday I updated to Capture One 23 (16.0.1) and all of a sudden I can't edit with/open with photoshop anymore. The activity bar pops up to show loading but photoshop doesn't open. I checked the plugins and there don't seem to be any errors there (all the allowed applications are checked). I'm not getting any error messages or anything, it just won't open. I opened photoshop and then tried it and still nothing. Please help, thank you.

  anybody knows how to fix this on MAC
  
  using my mac on ventura and cant seem to open PS when i use "edit in" 
  i can open in photohoshop using "open with" the problem however is that my adjustments in CO does not get applied

  problem is I just got a new macbook pro 14inch m2 and started from scratch
  
  meaning installed PS and CO23 express from scratch and still have the same problem
