Weird Glitch when using Built inStyle brush on layer

I've just experienced this glitch when trying to use a brush to brighten an area.
This has happened a few times before in the past but I didn't report it.
So This time I attempted to make a brush stroke in the black above the stools,, there is a long delay with a busy spinning icon, the brush has no effect
and then a random comet shaped stroke several degrees brighter than the background appears across the image, nowhere near where
I was making the brush stroke. Anyone else experience this? Capture One is up to date. MacOS M1 Ventura
Also experienced this on my MacBook Pro M1 several months ago as well.

  Does is happen too if you have hardware acceleration disbled in the preference dialog?
