I tried docking-undocking 7-8 times and renaming layers each time and I see no slowing on my computer. I only have the disabled shortcuts problem.

It happens first time and every susequent time I undock the layers panel. Docked- no problem. Undocked - shortcut keys don't work.

I haven't had problems renaming layers, but I have encountered your second issue. I created a new post yesterday describing it before discovering this post. I'll also post a trouble ticket.
