If I recall correctly, preview generation is mainly done by CPU & SSD than kept in RAM and exporting is where GPU is used the most.

Check in Preferences, under General and see if Catalog & Session - Open in new window is unchecked. Only thing that comes to mind at the moment.

The RAW to JPG conversion process is too short for the processor & graphics to fully ramp up.

Integrated graphics is quite weak for a 4K monitor so it's best to set it to never which uses the CPU.

Ideally you want to use SSD for images that need to be imported & worked on and than finished image sets are moved to HDD archive. But also, Capture One is slow with large catalogs.

24 core GPU seems to be a special order so no one has had their hands on it yet.
