No problems with Windows 11 here. Using 14.4 Pro latest.

From your account you are able to download previous versions. Just log in to your account and the download is there. If it points to the current version, just under the current version you will see...

They do, anything without the brush next to the name wont work on a Layer ... In this case Curve can be used, Vignetting cannot be used on a layer.

Check the catalog folder and if there is a writelock file there delete it.

Make sure you don't have "Enable backup" selected on import. The panels import and backup should look like this:
