I am not seeing this with Win 10 Pro / Nvidia GPU. If this is not impacting others looks like a machine specific issue. As it is on 2 of your computers suggests a possible software interaction?

I don't know if this helps but I can set that command sequence in C1's keyboard shortcut menu. I can also set the command sequence and send from a Streamdeck. Win 10 C1 V21

Try turning off GPU acceleration if it is on Auto. If this works update your GPU drivers from the manufacturers web site
