How to get the 50% off on CO Pro?

When I saw this pop up when starting up CO22 I thought it would be a good opportunity to upgrade to CO23 subscription. But, when applying the promo code in nothing happens to the price. have I misunderstood the offer or what ...? Or do I have to buy CO23 under as a "new" user to get the 50% off?
