Must Activate Every Launch?

Updated from 16.2.1 and now I have to activate C1 every launch. This happened a few versions ago too but don't remember how it was resolved. Any suggestions? My Desktop works fine.

This is a problem for on location shoots without wifi.

MacBook Air, M1, Ventura
