Capture One install for multi-users workstations in a college computer lab

With an earlier version of C1v22 we were able to use the 'Hands Free' json file method to allow multiple users on our computer lab work stations to each use C1. In past versions I was able activate a new install of C1 in a standard user account and replicate the C1 prefs files to the /Library/User Templates/Non_localized/ directory and my students could login with their network accounts and use C1.

Now with v23 I am unable to do this as it seems that the activation procedure has changed.

Any idea how I might get this working for my students again?

For a bit more background, I do have a 150 user multi-user license. The computers are 2019 Mac Pros running macOS Ventura v13.5, and are bound to our Active Directory system. Students login with their network AD account and fresh user accounts are created at every login using the template folder referenced above.
