Image automatically zooms to 1600 when touched by cursor

I don't know if this a beginner question or a bug.  If I have a photo in capture folder (or any folder), if I move the curser across the image it automatically zooms to 1600% without me doing anything else.  Is drivng me mad so really hope someone may have an obvious solution.
