I cannot find the Luma Range Dialog window any longer on 16.3

I saw the release notes mentioning the following about the Luma dialog window.  I cannot figure out where the dialog is now displayed?  I see no tool that I can add to see it in the dock?

Luma Range dialog behavior change (Windows)

The Luma Range dialog no longer blocks the interface, letting you zoom and pan the Viewer while the dialog is open. This is currently Windows only but will come to Mac in a later release.

    Found the same problem. Access to Luma Range no longer possible from either the "Layer" menu nor customized shortcuts.

    It does works though by clicking the field "Luma Range" in the "Layer" tool.

    Will report.
