Another missing feature after updating to 16: Color Balance Adjustments

After updating to 16.2, Color Balance adjustments were transferred but not indicated by the Color Balance Adjustment Tool and cannot be reversed.  So they are now "baked in" to the image.  This is true of many images that have color balance adjustments, but not all of them.

    I can't say I've noticed that. I only use the Colour Balance tool occasionally, but as far as I can see previous adjustments have not been "baked in". Perhaps you need to raise a support case.
