    In my experience, the temperature and hue settings in Lightroom and Capture One are rather different. Hue in particular is rather an arbitrary measure, unlike temperature which at least corresponds to something definite. 

    I've just compared the temperature and tint values on an image straight out of camera with the following results

    • Capture One: temperature 4821 kelvin, Tint -1.2 (on a scale of -50 to +50).
    • Lightroom Classic: temperature 4650 kelvin, tint +4 (on a scale of -150 to +150)

    And out of further curiosity, I also tried...

    • Affinity Photo: temperature 4613 kelvin, tint -3% (on a scale of -50% to + 50%, though one wonders what it's a percentage of!)
    • Nikon NX Studio: temperature 4820 kelvin, tint 0.24 (on a scale of -12 to +12)

    So I conclude that it's all a bit arbitrary especially as far as tint goes. It's interesting that for this camera at least (Nikon Z6ii on this particular shot) the K value in Capture One is very close to what the manufacturer's software says, but the tint value is hard to compare because every app's scale for that is different apart from anything else.

    So to your question whether seeing a difference is normal, the answer appears to be Yes.

    Thank you Ian Wilson for the full answer. I was confused by the terminology used by the interface which suggests that the tint also comes from the camera when "shot" is selected.

    I think that Tint does come from the camera when "shot" is selected. But each software will measure that in its own way, so the number displayed won't be the same. It's just a balance between Green and Magenta, and there seems to be no clearly agreed scale to measure it on.
