Capture One is importing the wrong images

Your steps should not import other images so it might be a bug. I don't see you doing something wrong.

I am still running 15.2 so I cannot try to reproduce your issue, but I never import any image into a session.

Instead, I just copy my images from my card or from another folder directly into the Capture folder of the session using Windows Explorer (Scenario 2 step 2). You don't need to import from the Capture folder, so skip scenario 2 step 3).

    Variations:

Sometimes I create subfolder beneath the Capture Folder which I "add as a Favorite" to the session.

You can also drag images to an session album.

Or just browse the folder structure in the library tool.

So, there is no need to import into a session.

If you manually copy files into the session Capture folder you do not need to also "Import" them. Session folders are "hot" folders. Any files you copy into them will be automatically seen by Capture One.

I've tried it both ways. It is very annoying because it keeps copying images from multiple folders, multiple drives even, into whatever the current folder is.

Scenario 2 is definitely wrong, just like Walter Rowe stated - copying to Capture folder is equivalent to importing these images, you just don't touch the import inside Capture One at all, just never; copying did the job.

Scenario 1 is weird, but first things first - are you sure you did not mess with Capture folder? Is it the default? Are you not creating sessions in a way that they would effectively share their folders? Show us the settings, for both import and where the session folders are. Are there no additional session folders? Is only the Capture folder used by the session?

Also try explicitly the "copying to Capture folder" approach, without touching import (this would be Scenario 3, as it is different from the other two), and tell us the results.

In Settings/Preferences in Capture One, there is an option about adding previous session folders to favourites. Have you checked that it is set to Never? (It's on the General tab in Settings.)
