Is it possible interact with the plugin they way we interact with a tool or style selector (outside of the plugin manager)?

I was trying to make a plugin, but from the sdk's docs I cannot figure it out.

Is it possible interact with the plugin they way we interact with a tool or style selector (outside of the plugin manager)? Meaning, can a plugin generate an interface of interaction with the user such as the styles selector or as any other tool in CO?
