Save Workspace Does Not Save Toolbar Layout

Hello. I am running C1 16.3.4.5 on an iMac running OS Sonoma 14.2.1. I just noticed that when I save a Workspace, after the save, my toolbar reverts to one I was not using. Specifically I was using the Default Toolbar and when I save the new workspace, the Toolbar looses the two flexible spaces it had.

Should Save New Workspace also save the toolbar layout? Is this a bug?
