Black & White
Not a bug, but I wish I could make a selection and apply black and white to just the selection. As far as I can tell either everything is black and white or everything is in color.

Black & White tool is a global adjustment that affects the entire image. You can make a layer selection and desaturate. You can use clarity, exposure, and HDR controls on the desaturated area to increase or decrease contrast, texture, etc.
In general any tool with a brush icon next to its name can be used on a layer. If no brush appears next to its name then it can only be used on the background (image) layer as a global adjustment.
