Alas, the heartache will not end
Some months ago I started a thread here about the failure of CO version 16.4.x to load on my PC, even though 16.3.x worked without issue. Sadly, it is still the case that version 16.4.x will download, unzip, install, and invite me to launch it, but won't open. Tonight I downloaded, unzipped, installed, and accepted an invitation to launch the new beta version of CO, 16.5.x. Much to my disappointment, it too refuses to open.
On August 22 I received a note from CO tech support that engineers were "building some sort of fix for [the 16.4.x issue] and will be included in the coming release." Perhaps that release will be the first release of version 16.5 after its beta season. Here's hoping.

If you haven’t already you should open a support ticket against v16.4
I would also open a separate ticket on 16.5 beta.
Support actions and bug fixes are generally tracked against tickets, and open and closed tickets against a release.
Without a ticket you won’t get much attention.0 -
There have been several discussions about Capture One startup issues on Windows. Some Windows developer libraries are the culprit in those discussions and require the user to refresh them manually because apparently Windows doesn't keep them updated so well.
