I'm not quite sure I understand what your post means, but the best way to buy a new perpetual license is to get it on sale.  It was recently on sale during the Black Friday time period (I think it was $199) and it seems to go on sale at B&H a few times a year (often for $179, but maybe the new sale price is now $199, we'll see next time it goes on sale).  These sales are generally better than any discount that you find in your Capture One account.

If you just buy a new perpetual license on sale every 2-3 years, that's not too bad a cost per year and less than a subscription.  This can make it more affordable for people who do photography as a hobby to use Capture One (otherwise we're getting priced out).

The two caveats are that MacOS seems to have more OS upgrades that can cause certain features to break, requiring an updgrade.  This doesn't seem to happen on Windows.  And, if you buy a new model camera, you will likely need need a new version that supports its RAW files.
