    As I said in response to your reddit post, you may want to file a support ticket to get an official answer.  Current versions do need to connect to the internet every once in awhile to verify your license.  I don't know what the implementation was at the time of v21 for a perpetual license.  In case you were wondering, this forum isn't staffed by Capture One employees so it's not an official support mechanism.
