Color Detail and Single Pixel NR not available on masks

I noticed today that under Noise Reduction, Color Detail and Single Pixel adjustments are not available for layers/masks. Does anyone know why? I was going to try to eliminate some color noise from a masked area of my photo and was surprised to see that it was not available.
