Auto levels on import
Is it possible to apply auto levels as default to RAW images on import?

There is a check box in the import dialog box for auto-adjust. And the auto-adjust tool (the big A in the tool bar) has a drop down list where you can select the things you want it to adjust. So I suppose you could uncheck everything there except Levels, and make sure auto-adjust is checked in the import dialog box.

As I recall (there is a post in the forum back in Nov 2017 that seems to support this recollection but V11 was released after that and there may ave been a change although I don't recall reading about such a thing) the Auto Levels on import always applies the RGB adjustment option no matter what the tool's setting is in Preferences. This is likely the safest thing to do for a batch of files at import time.
Using the Auto levels tool during editing can be set to adjust R, G and B values individually and this can be applied to multiple variants at the same which is great if one is fairly confident about the likely results.
There is no right or wrong approach here - it's just a matter of knowing how things work for one's ultimate needs and expectations at different steps in the processing work flow.

It used to be like that for a long time, and for the 'big A', too. But somewhere in between things changed. I don't remember exactly when. The current (Mac) version auto-levels separate channels on import and from the 'big A' when chosen in the preferences.

It's always wise to remember that unmanaged information on the internet can become obsolete (but not easily identifiable as such) quite quickly. That's probably why I didn't find the specific reference to variable functionality that I was looking for in the V11 Help file!
