High Dynamic Range
In some pictures the highlights/shadows sliders have no effect, supposedly because the picture has no highlights or shadows. So I move the bottom pins in the levels tool, so that the image has highlights and shadows, but the HDR still does not work. Could it be that the HDR controls always look at the original picture?
I have even tried to add new adjustment layer - first to fix the levels and second to try to add dynamic range, but nothing happened. I had to add contrast in the highlights or shadows area, but that is tricky not to mess up the midtones.
Any idea?

What is it that you are trying to do to your image? The HDR tool is really intended for recovery of blown highlights or blocked up shadows, so perhaps you are trying to achieve something that should be achieved by some other tool?
Having said that, I find that if I do what you have done (pull in the levels to deliberately clip shadows and highlights that weren't clipped) then (1) the A (automatic) button on the HDR won't make the HDR sliders move, but (2) if I move the sliders manually it does change the image.
