I don't know if you can do it with the mouse wheel, but you don't have to use the right-click and the slider either, as you can use [ and ].

I'm not using a mouse but my track pad has a zoom area which is the equivalent of a mouse wheel and, with an active brush, if I right click the adjustment tool opens with the cursor on the Size slider.

The zoom area then allows me to adjust the size of the brush so I assume a scroll wheel would do the same.

That said I always use the Ian3 suggested.

I've found this solution for me:

I use a tablet and a mouse and I've set them to use "+" and "-" for their respective scroll wheels in Capture One (and Capture One only).

Then I changed the hotkey in Capture One called "increase cursor size"/"decrease cursor size" to "+" and "-" respectively. Works very well.
