Reduce radius has no effect when local sharpening (layers)

It seems that local sharpening can only add to the background sharpening. I tried to reduce radius (below background layer radius) or increase threshold (beyond background layer threshold) in order to locally compansate the coarse noisefloor produced by C1 raw processing but it did not have any effect on the final image.

Is this the expected behavior? That's strange because it indicates that (these) layer settings do NOT affect raw processing in this area but that this layer adds on top the background layer. Like PS?

The user actually CAN reduce radius value in the tool so why does C1 not actually do so in the final image? Bug? Bad user interface? Misunderstanding of layers in C1?
