Are local adjustments additive to the Background adjustments

I often like to boost Clarity/Structure to help images 'pop' - but I will then create a local layer for the face and decrease those same adjustments to smooth the skin complexion.

My question - are my adjustments additive- in other words if I set a Clarity of +30 in the main tab, but then create a local layer and reduce the Clarity to -30 am I creating an area with 0 Clarity (additive) - or -30 (independent)??

    Yes they are additive. So you are putting the clarity back to 0 on the face, not to -30.
