Open With... doesn't save Metadata Changes

My workflow is RAW file processed in Capture One, metadata adding and then image finished in Photoshop (as required), with the final TIFF being brought back into Capture One.

Problem is, I often have a need to amended the Metadata afterwards and then refine the final TIFF in Photoshop via Open With; before outputting from Photoshop; however, the metadata changes are not passed into the TIFF file opened in Photoshop. 

I have tried manually syncing the Image's metadata via Capture One's Image, Sync Metadata command but the metadata is still not transferred

Is there any way to get this to work as I think it should ?
