local adjustment each new layer
Implementedcurrently there is one local adjustment per each new layer , meaning that if I would want to apply additional adjustment (but forgot to add new layer ) , my current adjustment (or mask) will be erased - please make automatic-new-layer-add for each adjustment or allow multiple masks on same layer

I can do a multitude of adjustments on just a single layer.
You maybe talk about a new gradient or radial mask which is deleting your previously brushed or gradients mask?
I reckon this kind of user mistakes would probably not have materialized if the "old" v20.0 layer and brush tool paradigm would have been kept. Because this current auto create and auto jump is, apparently, more confusing than the old style straight-forward concept where you have to manually create or select a layer, except the very first one.

I don't understand why there there is a limitation to allow only one radial or one linear gradient mask on a layer.
One could argue that the motivation is to maintain efficiency: The layer limit of 16 currently puts a cap of a maximum of 16 radial and linear gradients combined per image which helps to guarantee a certain minimum performance.
However, the recent improvement to heal/clone layers with an unlimited(!) number of source points seems to invalidate the "efficiency" hypothesis.
In that light, the current 16 layer limit seems too low as well. I don't often hit that limit, but sometimes I do. Those who want to maintain minimum exporting times, etc, could just self-limit to 16 layers. Why make it a hard limit for everyone?

Could you please clarify which adjustments/masks you imply.
Indeed, it is possible to create 1 gradient mask per Layer (Draw Radial Gradient Mask and Draw Linear Gradient Mask). While it is possible to brush in several masked areas on the same Layer with the Brush tool (Draw Mask option). On the repair Layers (Heal and Clone Layers), it is possible to create an unlimited number of healed/cloned areas.

I meant to allow more than one gradient mask per layer or make it auto-open one with every gradient mask clicked
