    I hope I'm understanding your dilemma correctly. It seems you are looking at Sharpening settings in the Preferences and expect to see those settings displayed at the Focus tab.
    Not really doing anything wrong, let me explain these tools in hopes of making this better understood.

    The Preference settings will be applied to all processed images from a Session if you Don't Touch the Sharpening sliders at the Focus tab.
    Once you adjust the sliders at the Focus tab, all bets are off.
    Either / Or is the Rule-of-Thumb here.

    Preferences performs the equal sharpening upon all images.
    Sharpening at Focus tab adjusts an individual image.

    To add to what Keith has said, you can try double-clicking each slider and they should revert to the default settings you have in preferences.
