Which camera model? Full raw or reduced raw? Which engine in CO7? Which version of CO7?

    So...
Drag/Drop from CF Card in Finder to Capture Folder, Open in Capture One = Fine?
Import from CF Card in Capture One = All White?

If so my guess is that it's related to the Settings file created on import. Not sure why, just a hunch.
Do you have any options set on import like:
    - Eject after import
    - Erase after import
    - Auto Adjust on import
    - Rename on import

Any of these may be a factor so I'd suggest turning them all off and trying again.
Also, if you quit Capture One and access the folder of RAW data then delete the "Settings" folder in the "CaptureOne" folder, followed by launching the software my guess is that the files are all cleared up.

I can't see the same behavior on my end so it may be specific to one little difference that isn't listed in the OP.

I have seen this behavior on raw files which are not supported by CO6, only by CO702, like the Fuji X-Pro 1.

Client had imported these raw files with CO6 > white images.
Opening in CO7 remained the images remained white due to the CO6 Engine. After upgrading the Engine to CO7 and/or creating new variant (not: clone variant), the images displayed properly.
Deleting the Settings70 sub folder would have done the trick probably as well.

As Drew suggested, more details on workflow might help.
