Tools not active in C1 v 10.02 for PC

This is only happening in one file, but it is very frustrating. I cannot make any edits to any of the images in a certain C1 file. I wonder if I somehow disabled the tools by accidentally pressing a hotkey or something? Or is it possible to lock out edits?
