    If anyone else runs into this issue, it was resolved by deleting the following two directories and their contents:

    C:\Documents and Settings\YourUserName\Local Settings\Application Data\CaptureOne
    C:\Documents and Settings\YourUserName\Local Settings\Application Data\Phase_One
