Processing JPG in C1 8
downsizing to 14%
quality set to 100
The images are VERY pixelated (when viewing at actual size)
this is not an issue if i downsize in LR or PS
Any suggestions

What size are you starting with?
Any big crops involved?
I just ran a test to 15% (600px on the wide side) and it looks fine. Small though.
Can you provide the details of all the settings in your Output Process recipe?0 -

I know they are similar and the LR output is softer but the rough edge is driving me nuts on the C1 image. If I export full size to PS and then resize it is awesome!0 -
Hmm.
I see what you mean.
The PS version hints at the same sort of problem on the RH edge but possibly because it is darker than the LR version.
It may be a contrast or sharpening related artefact with the scaling just picking up the extra dark/light difference compared with the LR version (for example). That would make it more visible if it exists on all 3 examples.
However I expect you have already checked for that.
You could try a little cropping in the same ratio to see if the slight reduction in size would help the re-sizing algorithm. I note there is a very small difference reported for file sizes. Even if that would not be acceptable it might give a clue about what is happening.
Other than that I guess I would raise a Support Case with C1 to get their advice and then see if anyone else here has useful experience they can provide.
