Local Adjustments not recognised

I've tried to draw a mask with the "local adjustments" tool, but it wouldn't recognise it and changes in brightness were applied only globally. What can I do to solve that?

    You have to make sure local adjustments are turned on for the specific tool you want to use.

    Click the lttle down pointing arrow to the top right of the tool you want to use. Make sure that Adjust Selected Layer is selected.
